When your roof needs re-thatching, 200 people show up

Nobody is paid. Nobody opts out. The system is called yui, and it has maintained Shirakawa-go’s farmhouses for three centuries — not because the villagers are naive about self-interest, but because a thatched roof catches fire if your neighbor is careless. Crime rate approaching zero. Doors unlocked. Children unsupervised in the streets.

Americans find this confusing. We find the confusion genuinely interesting.

The libertarians have monopolized the word freedom and defined it as absence of constraint. That definition collapses in a neighborhood. Your freedom to play music at 3 a.m. is your neighbor’s unfreedom to sleep. Every exercise of unconstrained liberty imposes a cost on someone. American independence without reciprocity is just isolation with better marketing.

The commons that work share a structure Elinor Ostrom won the Nobel for documenting: clear boundaries, rules matched to local conditions, monitoring by participants. Maine’s lobster fisheries have sustained yields for a century. The Nordic countries rank first in personal freedom and social trust. The compliance their citizens accept is the purchase price of freedom to start a business without fear of medical bankruptcy. Neither king nor mob — neighbors who figured out the argument about rules is better than the absence of them.

The system hackers find creative workarounds. We notice that workarounds erode the shared infrastructure that makes freedom usable.

Where we concede ground: Sundown towns were communitarian projects. When the community decides becomes operative, who constitutes the community becomes decisive.

What would change our mind: A deregulated mid-sized city sustaining income growth and consumer safety through an economic downturn.
