When someone steps away to protect their mental health, do we secretly worry they are quitting, or quietly wish we had done the same?

Neither...for health and mental health I've had to step away from segments of my own life in the past year.  Was not quitting, but instead taking a time out to heal, to calm the demons of depression that seem to accompany a stroke or other major health obstacle thrown in our life path.

Some thought I was quitting, but the ones who I love, and respect, the ones who showed their true colors were the ones who checked on me, stopped by, offered to run errands or take me to a medical appointment.  When someone needs to take a time out, step away from the fray is when they need your support the most.
