Is there a deep state?: Institutional defenders
New to public health policy
The data and the briefing
On a Saturday morning in February 2020, a career epidemiologist named Nancy Messonnier held a press briefing and said what nobody in the administration wanted her to say: disruption to everyday life may be severe. The stock market dropped 1,000 points. The White House was furious. She was reading the epidemiological data and telling the public what it said. She was removed from the briefing rotation within days.
That is what we do. We read the data and tell you the answer, including when the answer is expensive and career-ending. Not in secret. On the record, with our names attached.
We sequenced the SARS-CoV-2 genome in eleven days. We track contaminated lettuce to specific farms within forty-eight hours. We run air traffic control for 45,000 flights daily. The accusation that we operate as a shadow government requires believing the same workforce too incompetent for healthcare.gov is simultaneously competent enough to covertly resist the most powerful person on earth.
Crossfire Hurricane had errors. Seventeen. The inspector general documented every one and found the investigation’s opening legally justified. The deep state critics cite the errors and skip the conclusions.
In 2020, the White House pressured the FDA to authorize hydroxychloroquine. Career scientists resisted, reviewed the data, and revoked the authorization. The patients who did not take an ineffective drug during a pandemic are alive because unelected bureaucrats slowed things down.
The reformers want to redesign the interface. We are not opposed. We note that the Administrative Procedure Act is the law, not a weapon.
Where we concede ground: COINTELPRO. Warrantless surveillance of civil rights leaders. Fred Hampton, 1969. Institutional permanence has protected ugly things.
What would change our mind: A rigorous audit showing career officials systematically override statutory mandates across agencies and administrations.
