Either people are 100% sure it's happening on a large scale, or they refuse to believe the possibility even exists. Is it strictly a belief system thing, maybe just creating divide,... I've been doing a lot of open records requests lately regarding a disturbing situation some years ago. It's been one issue after another for a month. Last contact had them attempting to deter with unconstitutional fees....
